In practice, each government has its own calculations. Support is, of course, necessary as it’s politically correct, but the extent and manner of support requires careful consideration.
The Frank Empire doesn’t want to bear this problem alone and plans to drag the Human Kingdoms into it, but governments of each country are no fools. Without sufficient benefits, why should they cooperate?
After all, the hot potato is in the hands of the Frank Empire; everyone can simply create momentum from the sidelines, using public pressure to force them to bear more military obligations.
